The following extract bearing on this subject from the report of Major General bürtwright, Government Suspecter of the Police Force for 25 larglish Counties, dated 1859, and addressed

to the Secretary of State is submitted for perusal

Believing certainly of Junishment to have a mare deterring influence upon crime " than even severity of sentence, I have brought under the notice of the local authorities the advantages to be derived from the appointment " of detective officers,

as a very

" valuable addition to a force by

"giving assistance to the
